Yes, they want the state to "wither away" because they think it will be good for business, not for the proletariat. But what they fail to realize (or maybe just choose to ignore) is that without the massive government subsidies propping up so many sectors of the American economy, the capitalists are going to be in big trouble.
On the other hand, the neoconservatives almost know what they're doing. They make sure any tax cuts for non-capitalists are small enough that the subsidies can keep flowing indefinitely (from the workers, through the state, to the capitalists), with the only cuts being in vital social services for the same people who aren't getting significant tax breaks. The only difficulty with this scheme is that barring a major shift in the nature of the American political system, this behavior will eventually get them voted out of office (hopefully this year...)
